Had a similar problem on my 1970. Found the nylon gear driving the speedometer Carlton the trans was slipping on the shaft. It tuned fine when no load but the cable gave it enough load that it slipped. I ckeabed it well and glued it with E 6000 glue. Worked fine after that.

As an alternative consider upgrading to a SpeedHut GPS Speedo and matching Electronic Tach. Discounts typically available in Mem Day and Labir Day Holidays. Lots of custom gauge faces available. Resolved my issues with upgrading my Bugeye to a 5 speed.
